Mr. Sihle Maxwell Mbili brings wealth of experience as a seasoned administrator and public sector activist. He is the first Municipal Manager of the Ray Nkonyeni and the last Municipal Manager of Hibiscus Coast municipality.

Mr. Mbili joined HCM as HOD: Community Services in 2012, and assumed the role of Accounting Officer a year later. He started his career as an educator, and quickly moved up the ranks to become school head of department, school principal, a Deputy Manager of Corporate Services at Elangeni TVET College.

It was not long before he was appointed the Rector of the same college, a position which he held for five years. In that time he was responsible for the strategic transformation of the college, which amongst others included the establishment of new accounting principles and systems.

Both HCM and RNM achieved the following noticeable accolades during his tenure as the Municipal Manager as a proof that he is a seasoned and results driven administrator: 

  • Received Clean Audit Outcome for the first time in the history of the Municipality  in 2014/15 Financial year
  • Received clean audit outcome for the Hibiscus Coast Municipality Last Financial year ended 09 August 2016
  • Received Clean Audit Outcome for the first audit of Ray Nkonyeni Municipality for the 2016/17 financial year
  • Revived Airline route between Margate and OR Tambo Airport maximizing economic growth opportunities in the Region
  • Introduced airline route between Margate and Cape Town Airport stimulating economic growth in the Region
  • Winning R 1 million  prize of being the best performing medium to large Municipality  in the Province of KZN in 2013
  • Winning the prize of the best accredited level 1 Municipality in the Province of KZN  2014,  2015, 2016 , 2017 and National Winner in 2015 Municipality
  • Received the Clean Administration Award by IMFO in 2016
  • Coordinated the building of Port Shepstone Maritime Museum in partnership with Provincial Arts and Culture to the of more than R20 million
  • Coordinated the upgrading  of Port Shepstone Library in partnership with Provincial Arts and Culture to the value of more than R60 million
  • Coordinated the building of 17 Courts known as Justice Park in partnership with National Public Works to the value more than R285 million
  • Coordinated the building of Technology to the value of R45 million in partnership with Provincial Treasury
  • Coordinated the building of Gamalakhe Police Station for the budget of more than R70 m being built by the Department of Public Works.
  • Coordinated smooth transition from Ezinqoleni and HCM Municipalities to newly formed Ray Nkonyeni Municipality
  • Winning the greenest Municipality award in the Province of KwaZulu-Natal
  • Won the best Rural Housing Project Award in 2017 in the KZN Govan Mbeki Awards
  • Won the best accredited level 1 Municipality Award in 2017 in the KZN Govan Mbeki Awards
  • Best Municipal Manager for 2017/18 KZN Premier’s excellence Awards
  • Best run Municipality for 2017/18 KZN premier’s excellence Awards 
Besides his sparkling career, he is also an accomplished scholar. After obtaining his Teacher’s Diploma, he moved on to pass his Higher Diploma in Education at SACOL College, Municipal Finance Management Certificate (MFMP) NQQ Level 6 at University of Pretoria, and honours degree at the University of KwaZulu-Natal. He also completed an Advanced Certificate in Public and Development Management; Postgraduate Diploma in Leadership and Management as well as Master of Public administration at the same institution. Driven by the sense of being the lifelong leaner he recently obtained Public Sector Results Monitoring and Evaluation Certificate (NQF Level 8) at Wits university and finalizing his PhD application with the University of KwaZulu-Natal.
As a Public Sector Activist he once served as the Provincial Deputy Chairperson and currently serves as the Deputy President of the Institute of Local Government Management (ILGM) and recently received ILGM Professional designation of Accredited Municipal Manager.

Mr Max Mbili as the Community Activist and Leader, he has played a pivotal role in the following community projects:
  • One of the co-founders of the following schools and community radio station
  • Ekuthuleni Primary
  • JG Zuma Secondary
  • Siphumelele Primary
  • Inanda Community Radio Station
  • Together with members of the Inanda Community Development Trust Facilitated the Building of more than six thousand low cost houses at Bester, Ezimangweni, Nhlungwane and Mzomusha.
  • Together with members of the Inanda Community Development Trust Facilitated the Building of Bester Community Hall, Bester Library and Bester Clinic
  • His Trust Maxwell Mbili Education and empowerment has bought uniform for more than 300 learners since 1997
  • His Trust has paid school fees for than 200 learners since 1997
  • His Trust  has contributed and coordinated the building of a church at Okhalweni Area 
  • Has led the Mbili Family Network of South Africa  to build 2 four roomed houses for the two vulnerable Mbili Families
  • Organizes Annual Max Mbili Community Soccer Challenge Cup in ward 25 in Port Shepstone since 2015
  • Co-founder of Umthombo Wolwazi Research Institute which assists Honours, Masters and Phd students in their research projects
It is also worth noting that he was a very astute Politician who led his political party in various capacities before dedicating his life fully in the administration as an instrument that advances national democratic Revolutionl

He is a married family man and blessed with two daughters and a son.​
